Methodology and sources
How the calculation is done, with which parameters, and when they were last verified. This page exists so that you can challenge the result — that is the only reason to trust it.
Where the rules shown here come from
Nothing on this site comes from a blog, a language school or a forum. Three sources only, all of them primary:
- The Charter of the French language (CQLR, chapter C-11), for sections 35, 35.1, 35.2, 36, 37 and 38 — that is, the presumptions of knowledge, the maintenance obligation introduced in 2022, the possibility of sitting the exam before graduating, and the temporary permit regime.
- The regulations made under the Charter: the regulation respecting the issue of attestations (C-11, r. 4), which sets the four parts of the exam, the three-month wait between attempts and the minimum number of sittings per year; and the exemption regulation (C-11, r. 10) for people living on a reserve or on Category I land.
- The Information guide on the French examination published by the Office québécois de la langue française, June 2026 edition, for how the four activities actually run, their durations, the rating scales, and the rights available after a failure.
Membership figures by professional order come from the open dataset of the Office des professions du Québec, as of 31 March 2026. The number of exams sat each year comes from the Office's annual management reports.
One point worth stating plainly for English-speaking readers: the Information guide is published in French only. The person who most needs to understand this exam is the one with the least access to its documentation. That gap is the reason this English version exists, and it is written with the same care as the French one rather than translated after the fact.
How the pathway is calculated
The tool applies four rules, in this order:
- Exemption first. If one of the three presumptions in section 35 applies — three years of instruction in French, the French-as-a-first-language examinations of Secondary 4 or 5, a Québec secondary school certificate from 1985-1986 onward — or if the territorial exemption applies, no exam is required and the calculation stops there.
- Otherwise the exam is required, and the Office's attestation becomes a prerequisite for your order to issue a regular permit.
- The countdown, if a temporary permit is in force: forty-eight months running continuously from the first permit, minus the months elapsed. One renewal is consumed for each twelve-month period begun beyond the first — at thirteen months, the first of the three is already used.
- The intermediate deadlines: the end of the current annual period, which governs when you must sit the exam, and the date by which your order must file the renewal request, three months earlier.
How the calculation is verified
The Office publishes no worked numerical example of the kind the CNESST provides for its rates, so there is nothing to replay. Six regression cases, derived directly from the text of sections 35, 37 and 38, are therefore run before every deployment: exemption through French-language studies, temporary permit at zero, twenty-four and thirty months, the four-year period exhausted, and the territorial exemption. Each compares all of its intermediate values. If a change breaks a single one, the verification script refuses to publish.
These checks prove the code applies the rule correctly. They do not prove the rule is the right one: the text of the Act is what governs, and the links above let you check it yourself.
What we do not know, and will not invent
Three pieces of information are missing, and they are missing for everyone:
- The current pass rate. The Office publishes the number of exams sat — 2,553 in 2024-2025 — but never the pass rate. The widely repeated 60 % failure figure comes from a Le Devoir article of October 2021, where the Office gave it to the journalist for “the past year”, a period disrupted by the suspension of sittings between March and May 2020. We quote it with its date, never as a current rate.
- The wait to obtain an exam sitting. No commitment, no published measurement. The tool displays “unknown” rather than an estimate.
- Whether secondary and post-secondary study combine to reach three years, and what “given in French” requires exactly. The text is silent, and the professional order decides case by case. The tool sends you to them rather than deciding in their place.
A limit that has to be stated clearly
This tool has no decision-making authority. Appropriate knowledge of French is assessed by your professional order at the moment it issues the permit — the Office administers the exam, it exempts nobody, and we exempt nobody still. The purpose of this site is that you walk into that conversation knowing which questions to ask, and without having spent six months preparing for a test you were exempt from.
